YES. They are worth more than $700. Retrofitting OEM headlights normally costs $1200+a few hundred for misc sensors, wiring adapters, etc. They will be in demand. If you don't like them, swap them to someone who has regular headlights and pocket the difference.
The Golf HID move in the direction that you turn. Not sure what speed it turns at but there's a range. Not 100% sure on the self leveling but all past HID equipped cars had self leveling sensors on the front suspension so I would guess yes.
The only way to add quality aftermarket xenons is to wait for them to come out from a manufacturer like Hella, add your own hid kit, and even then it won't work like OEM but it'll still cost more than $700.
The reason they can put it as an option at $700 is because you don't get the halogen headlights, so it's like you're paying $700 over the regular price. There's little demand for stock halogen housings so if you buy OEM HIDs later and try to sell your old housings you'll never come close in savings.
