I suspect that the Ross tech VCDS is about the best diagnostic tool out there, but are there other scanners that work? I suspect that my '06 Jetta TDI needs a minor cam timing adjustment, but I hate to spend that kind of money to find out.

Yes the Ross-Tech VCDS appears to be a good tool, I can't tell you how the others compare but it won't adjust your cam timing. ;)
If you don't want to get the hex-can cable you can get the cheaper mini hex cable. They sell one that won't work on older k-line cars but will work on yours. I don't know of any scanner that can read engine measuring blocks like that. When you're done with the cable you can always resell it.
Thanks I'll take a look at the micro-can option.
