If the rod is connected you'll feel spring pressure when pressing down. If the rod is disconnected, there is fingertip pressure to move the lever around since there is no resistance. If there is resistance in the lever or it's sticking when disconnected, it requires cleaning or replacement. The VNT actuator should always have resistance against the spring inside the can and hold vacuum.
