I just joined the forum because my turbo has been not working for quite some time and I need to finally fix it. I just came across the article on how to clean the vanes and I think I will start there. Any suggestions?
It wouldn't hurt to clean the vanes but you might be best to get the car plugged in to see if there are any fault codes stored, it might help narrow things down and save you some hassle and maybe go through all the vacuum lines and turbo pipes to the intercooler and up to the inlet manifold incase there's a leak somewhere. Have a look through the limp mode faq at how to test the actuator etc
I had the same problem and mine was the vacuum hose for the by pass reg valve. it's the only vacuum hose going to the turbo, follow it up. there is a section where it is likeley to rub and cause the vacuum leak.
