It could be camshaft wear. Your engine is probably pumpe duse and these engines had narrow camshaft lobes. If the camshaft lobes wear down then the valve timing is all wrong. This could produce the symptoms you have.

Dealer said there will be a cost to get the injector tested???????????

There's a cost for everything. Demand a partial refund since they didn't fix the problem. Call VW directly to demand satisfaction.
