In my opinion (having changed an instrument cluster myself) it is not that simple unless you already have the pin codes for both clusters, if you have those, then it's quite painless. If I were you, I would try swapping faceplates from a US cluster onto your Canadian one. My guess is that VW might have the speedo needle still move the same amount. Easiest way to test is see what the highest Miles are that your Canadian cluster lists and compare that to the highest mph listed on the US cluster. Then later on you could swap the odometer to miles via your instrument cluster's coding.
