just wondering since most diesels have thier pump calibrated to inject max fuel at about half engine speed, say 1300 rpm which gives full load at 2600rpm engine speed. if i wanted to create this full load at 4000rpm engine speed can i modify the pump to inject my fuel at say 2000rpm to shift my torque at 4000 engine rpms?

Can you modify the pump itself? No.

But plenty of people have used tuning boxes to trick the sensors into injecting more fuel. The proper way to inject more fuel is to use a chip since this is more comprehensive than a tuning box. It's also possible on the TDIs to use a large pump, say 11 or 12mm vs. 10mm on manual transmission TDIs. But the larger you go, the more likely there will be complications.
im talking about a mechanical pump
