I have a 2002 Jetta Wagon and would like to buy a luugage rack system to attach to the factory rack.
Will just be carring a suit case or 2, less than 150 lbs. Any thought and/or suggestion as to the manufacturer and where to buy.

Any Sporting goods that carries Yakima, Thule racks should do. I personally have yakima since I started with it as far as bike and ski accessories. My suggestion is to go to REI since they have good knowledgeable staff there.

Speeking of this ... I have a set of keys for my roof rack. What are they for ? Are they just to remove the plastic cover and fool people thinking they can remove the roof rack ?

I found my answer. Unlock the plastic cover with the key set. Loosen the main allen bolt on the roof rack (I think its a size 6 or 8... It's the big one pointing diagonaly to the sky). Remove the bead on the roof (the top bead where the door and roof merge). Unscrew the 2x torx 25 nuts that holds the roof rack on the side you are working. Give a good tap on the roof rack pedestal you are working on in a way to make the roof rack slide out from the torx nuts.
