I have recently purchased a 2008 Golf 1.9 TDI manual and noticed that it will not rev to more than 3000 rpm in neutral while stationary. It seems to perform fine on the move and in all other respects. Is this normal and due to the turbo function of the engine?

Well I can't say that I've noticed that. I was using VCDS over the weekend doing some measuring block test and it wouldn't rev above 2500rpm. After I unplgged it still wouldn't rev above 2500rpm I had to drive it down the road and it reved as normal.

I was talking to a friend at work about this and he said did you have the handbrake on, yes. If you let the handbrake off it should rev as normal the handbrake switch is part of the throttle circuit. I haven't tried it yet.

I haven't tried it with a newer car but my 2006 PD engine and older TDI engines all revved up well past 3000 while not moving in neutral. That's a good question, maybe they changed something on your years.
