First check the MAF for low power. Look through the low power FAQ articles and see what is going wrong or if you have any problems running the test. The low power article also has a screenshot of normal coolant temp.

I don't think it will make a difference because it's warm enough now, but for the cold start problem, read the coolant temp sensor through VCDS. You could also pull the electrical plug on the coolant temp sensor on the driver's side coolant flange coming off the head. This will turn the glow plugs to max because the car's computer thinks it's cold out.

Also possible are cold start advance solenoid problem on the injection pump. Use VCDS to monitor the engine measuring blocks on a cold start and compare it to warm running where it's OK. I assume that the running is due to the engine and not a transmission related problem. I also assume that the injection pump timing is OK and fuel filter is OK.
