Bought a 2003 Jetta with 162000. The turbo doesent pick up in the same place each time I come up through the rpms, but once I get boost it seems like it is easier to get boost when I come up through the rpm's in the next gear. I have also noticed that it seems like if the injectors are making making more of a chatter then I have to rev up to around 3500 to get boost, but when the injectors are smoother then I only need about 2500 to really feel the boost kick in. I feel like the actuator may be a good place to start, but I was wondering if it could be the injectors causing this somehow? Thanks for your time.

If it's the injectors they should be more consistent. It's probably a vacuum line problem or sticking vanes. Check out the low power checklist.
