The family car when I learned to drive was a 1990 diesel Jetta. Now it is my turn to own a VW. Picked up a 2002 Golf TDI with 197,000 km on it from a Ford dealer who basically gave it away because the turbo was "bad". So far I have replaced a plugged fuel filter and diagnosed the MAF sensor as suspect (won't rev above mid 2000s unless I disconnect it). Have a new MAF sensor on order along with gaskets to use after cleaning the filthy egr and intake manifold out.

If this doesn't cure it, I will look at the turbo actuator next...

Yes, this is likely. It could also be sticking vanes but not being able to rev at all unless MAF is unplugged is very likely the MAF.
