It's not that hard to import the cars....not having them seized? That's another whole problem! It's virtually impossible to import a whole car so your best bet is to import just the drivetrain as parts and install it in a US spec car.
Then, you have to have the CA DMV register it. Most states will allow it as long as the OBD2 system works with no check engine lights. My state allows it as long as the swap engine is newer than the original engine. You would have to ask the CA DMV for details.
