On some 'suggestions', I made a blockoff plate for the EGR feed tube to the intake (to test if exhaust was passing a failed EGR or not) NO CHANGE
2nd try was to loosen the downpipe from the turbo to see if maybe the exhaust was plugged up, causing lack of boost.. NO CHANGE

Both of these resulted in a repeated P0299..

Anyone have a good diagram on the Boost Solenoid, etc? I want to verify I have it right...

Replaced all charge-pipe o-rings, MAF, and MAP, still P0299..

SUCCESS!!!

I replaced the Pierburg N75, after rechecking the vacuum stuff again; I had the connections correct. Closer inspection of the first replacement, I'm not sure it was a Pierburg, as it had a white top and no real markings, and the new Pierburg had a black top, with the nipples 180* rotated. So I replaced it, cleared the codes, and just took it for an hour-long drive all over the place, TRYING to make it code out.. It just ran like a champ, 35mpg on the highway at 70mph, pulled strong, no hiccups!
So I'm wondering if all this time, the first N75 was bad to begin with... I put a MAF and MAP on for nothing lol Oh well..

I'll drive it more this weekend to make sure it's good to go.
