Hm...you could get a stripped and modded ALH Golf 2 door to win this. Tear out all the interior except the driver's seat, put in nozzles and the taller fifth gear, maybe lightweight wheels. And none of this really costs more than what a normal owner would do - it doesn't cost anything to tear out the interior.
