Own a 2004 Touareg and will be purchasing the diesel later this year. Does anyone know if the batteries in the tire pressure sensors are still sealed units and not capable of being changed when they are dead?

They are sealed units and must be changed when the batteries die. You can delete them with VCDS coding but no tire shop will do it for liability reasons. They should be dying sometime soon on a 2004 since their lifespan is projected to be 4-8 years depending on use and conditions.

Tire Pressure Sensors battery life

They started dying at the five year point. I assume all are dead now, but replacing them is ridiculously expensive. Pressure gage is a LOT cheaper!
