Maybe the VNT moves more than a wastegate? A wastegate flutters open once the requested psi is reached and just has to open a small door. The TDI has a smaller turbos so the "wastegate" opens relatively early compared to more racy top end power gas engines. Maybe the VNT puts more wear and tear on the vacuum diaphragm.
