For anyone else who reads this, I have verified that his car's wiring matches the diagram in the service manual and everything appears to work normally until angel eyes are installed. For some reason, the pass side works fine, the driver's side works fine. The headlight assembly works fine when testing with a 12V battery, it's when it's installed on the car.

MacTDI, this is a wild guess, but the only thing I can think of left for why they aren't working is that it's related to the cold lamp diagnosis. In other words, the car can tell you if a light bulb is burnt out and it will display a message. You can turn it off with VCDS but I don't see why this would make any difference. If you really want to make these work, you could look into splicing the angle eye wire into another wire to make it work.
