I was wondering if anyone has actually measured the inlet vacuum at the injection pump with a gauge? I was working on an older VW this week that was a conversion from gas to diesel. The pump seems to be starving for fuel and causing hard starting and a stall. At idle I am getting 5.5"hg. at idle and while revving it up in neutral it will hit 7.5"hg. I know generally we don't want to see over 5"hg. with an transfer pump on other diesel applications but I have never tested the system with a gauge hooked up.

By the way this is a 1992 VW Cabriolet with 1983 1.6L turbo diesel in it. I am curious to see any figures whether from a TDI or not.

No idea personally but it might be something to do with the vent for the tank, dirty pickup strainer on the sender unit in the tank or the fuel lines aren't up to the job.:)
