If the intake/exaust hyrdolic lifters are sticking and difficult to move and twist by hand is the head considered to be still functional? Thanks Jason

Not necessarily. need to remove the lifters and see where & why they bind. there could be damage to valves, lifters or head. Or none, if there severe oil sludge in the lifter pocket etc. Did the cam get eaten?

Thank you, cam is not in best shape, it is being replaced.
