Long story short, the parking brakes on the mk5 cars tended to be on the tight side. After you set it, you should not have to readjust it since there's a self adjuster for the parking brake lever position. The problem is that VW didn't design it for serviceability. The trick is to dremel away some of the non structural plastic covering it and then you can loosen the parking brake.
