Drafting would save a lot of fuel if it could be one safely but on super streamlined cars, how much would it help?

Smaller car, smaller engine, more fuel efficiency?

Maybe the civic was fully broken in? If that mileage is accurate, the civic will eat the TDI's lunch if it comes out. The mileage is just too low to compare to the civic.

The civic is only rated for 54 mpg. I wouldn't be surpised that the jetta would be able to get over 50 mpg highway on a regular basis if you keep your speed down.
