I've owned three Volkswagen Jetta tdi's now and this is the first one where I've had this problem I keep hearing a hissing sound coming from under the car so is that a vacuum leak or does anybody have experience with this.

Sounds like you have a leaking EGR cooler. You will need to get the front end off the ground and remove the rock guard. Mine did the same thing and when I got under it and looked, the EGR cooler valve shaft bushing was blown out and there was black soot all over. Here is a couple of photos of the old (Top) and new (Bottom) EGR cooler from my BRM. The yellow circle is showing how soot covered it is compared to the new EGR cooler. Note that the position of these EGR coolers As pictured are looking down the back side of the engine, driver side is on the left. You will actually be looking up. Hope this gets you some direction.
