I've noticed that the jetta goes through halogens a lot faster than other cars. Is there some design issue that I am not aware of? I know not to touch the bulb.

Yes, the wiring harness is not well designed. The wire gauges is a bit on the small side and the plug tends to loosen, there was a TSB for loose headlight plugs.

Check the wiring harness for loose or frayed wires and check the plug for the headlight. If it's loose then it'll burn out the headlights. You can also check for voltage fluctuations that will kill the lights.

And of course, don't touch the bulb, if you do, wipe it clean with rubbing alcohol.
