Not sure what a 2 button key looks like since I believe the US only got 3 buttons. As long as the button contacts line up I don't see why not.
Since your 99 uses the early mk4 style center console, take a look at these 2 articles to adjust the parking brake.

you don't have to remove the whole center console but it does give better access.
