Does my TDI have a fuel cut off with no throttle use?

As in , cut the fuel supply to the engine when my foot is off the accelerator. It appears that it does as I notice it registers a consumption value while in neutral and coasting but not in gear and coasting - in that case I see dashes

Yes, there's no fuel use but no your car doesn't have a cut-off valve. The fuel injectors are electronic and they just stop injecting because the ECU tells them to. You're not using any fuel when coasting in gear because the kinetic energy of the car's momentum is rotating the engine. All modern cars, even gassers are like that.
