clutch not fully disengaging

hi i seem to have problem selecting gears on my 1999 toledo tdi se,,more so when engine is at running temp,,clutch not fully disengaging,trying to creep forward when pedal fully depressed ,does not slip even when pulling my first heavy load,any ideas would be app guys,,cheers
