Belt tracking

Hi, went to replace timing belt on a 1.9 TDI PD ATD with new water pump, tensioners idler etc but on start up the belt was tracking off the new water pump by 1/16 and causing a slight ridge on the inside of the belt, rubbing slightly on the engine casing at the crank pully end, pattern parts were used so I changed everything back to the originals (apart from the Gates belt) and it is still tracking. Swaped belt direction still tracking. close inspection of the origonal WP shows that things have 'been on the edge' for some time, engine has 71000 miles. has this been like this from new?? looks like WP pulley is not pressed onto shaft enough!
