The rubber hose? I would just put a hose clamp on it? Otherwise I think you should be OK.

the vacuum pump on alh engine has a pipe that moving causing the
pump to loose vacuum what do you think if i weld the pipe can it

not the rubber hose i mean the aluminium hose on a new pump
it's steady on my pump it's shaking

You could clean it and put some exoxy around it. Maybe even silicone?
