Where is the best and most cost effective on-line site to purchase the timing tools for a 2006 Beetle TDI? Is there a manufacture that is recommeded or stay away from? I have noticed prices ranging from $30 - $300.

Well, the tensioner pin should come with the tensioner, so no reason to buy it.

The cam-lock and serpentine lock can be anything, even a drill bit, it just has to be exactly the correct diameter.

The crank-lock should be a professional piece of equipment. Order from metalnerd here:
