Question new to these pages as I am looking for help.
2005 jetta tdi 1.9 engine code BEW 250,000km EGR deleted malone stage 1.5 tune

Cars been needing oil between oil changes...
It tossed an over boost code and was building way to much boost... like 20-25 psi with your foot barley on the throttle under 50km/hour
So I thought my vanes or actuator may be stuck. Today I got under it and saw oil around the inner cooler boots..
Ended up pulling the intake and turbo.... I had oil pooling in all the hoses and the intake manifold was very oily and some carbon. The turbo on the intake side had a small amount of oi possible seal leak.
Now the car has not been smoking at all no blue on start up ect.. But I do live where it is very cold -30 or colder the last bit so she don't get her engine temp up thre so it wont always burn things off..
My vanes on the turbo are dirty I forgot to Vacuum test the actuator to see if its moving at the proper vac.. but the spring will spring back.. But feels gummed up for sure. Will test tomorrow when I am back at work
Any ways I cant decide if this slowly built up over time and or if that much oil via the PCV is due to engine having to much crank pressure and clogged oil passages. Luckily I have two trucks so it can sit will i decide what to do lol.

Any thoughts or suggestions

Any ways I am trying to decide if I should clean my vanes and toss a new acuator on. Then clean everything and put it together and vent my PCV to a catch can and see what happens or if this sounds like a bigger issue.
