2004 Jetta TDI Cruise Control and horn not working.

After reading several posts, it looked like the clockspring was the issue?
I have tried three different clocksprings from junked vehicles, and none of them fix the issue. Airbags intact on all vehicles I removed them from.
Any suggestions?
