Previous TDI or previous gas cars?
Just off the top of my head, I think all my TDI have felt like this, or just the ones with dual mass flywheels. While I can't say if your vibration is normal, some pulsing with the engine is perfectly normal. I would think that a bad TOB would also grind with the pedal all the way down.
