2001 octavia 1.9tdi cambelt whine?

Hi there,

I've recently had the cambelt and water pump changed on my skoda octavia 1.9tdi 110, and ever since i picked the car up there is a reasonably loud whining noise coming from the engine bay. This is particularly noticeable when letting the engine drop back to idle after revving it in neutral (not so noticeable when in gear). I am a bit worried that the cambelt might be too tight - is this possible on this engine? Or is the cambelt self tensioning?
The garage also did not replace the engine tray when putting it back together, as it was too damaged to refit. So, the only other possibility i can think of for the source of the whining noise is that maybe it is coming from the ancillary belt, and i just didn't notice it before because the engine tray was doing a good job of sound proofing the engine.
Am i just being paranoid?
Does anyone have any thoughts on this?

A whining belt normally means its been over tensioned. Engines fitted to the 2001 Octavia.
