I can't say if there are differences in the springs because there are so many springs that vw made for the same chassis it's impossible to tell. There might have been a small change but maybe they are the exact same.
The shocks/struts for the same model are the same, same part number.
they will fit, but I would expect jetta rear springs to be heavier duty than Golf rear springs, due to the extra weight in the trunk.
but yes, 1999.5 up to 2005.5 jetta, 1999.5-2006 golf, 1998-current NB all will fit no problem. but the spring rates will be different for each. and depending on what engine & model the spring rates will vary from car to car. but they will all physically bolt on together.
