After changing master cylinder and after bleeding the system and running the output tests w/ VCDS now my brakes are locked. This is with no pressure on pedal. When checked w/ VCDS there is 65 bar pressure on brakes even without any pedal pressure. Is there something related to the ABS that can account for the retained pressure. The only way to relieve the pressure is to open the bleeder screws.

Is this on the Passat? They were known for failed ABS pumps. I don't see why the output test would cause them to lock, or why it's still locked, but it sounds like perhaps something is broken in the ABS unit. You could look into a rebuild, or try other VCDS tests to see if cycling it will somehow release it.
