More than likely yes, low power? I'd test the maf and maybe look for a boost leak, have you gone through the low power faq?

I have the parts now to make a "Boost Leak Tester". Does a boost leak cause low readouts on the MAF sensor in VCDS, and does a bad MAF sensor kill boost?

Don't know about the first one but I doubt it and the second one kills the power above 3000 rpm mostly.

I just tested my Charged Air System. The only leak I got is through the Oil Filler Cap. Has anyone ever tried the $40.00 MAF sensors on ebay?

Yes and they failed, there's a number of threads on various forums with people fitting these cheap mafs and then having to go buy a decent one after.
