Default cooling fan

I have an '11 A3 TDI with 19k and the cooling fans are coming on quite frequently even in the winter months here in Seattle. Is this normal? The temp. gauge on the dash is reading normal with the needle staying at the same temp. ever since the car was purchased new.

Also I believe its time to change the fuel filter and change trans. fluid. Is this something I can do myself or a dealership service only? Thanks Tim

Do you notice this after you've switched the engine of or while its running?

This have need reported a few times Engine fan continues to run after car is shut off

Our Seat Leon at work runs all the time as soon as you start it up, mind you there are 33 faults with this fairly new motor.
