Starts rough and smokes but once warm runs great

I have a 1999 Jetta TDI MK4. I have recently come victim to an engine runaway when my turbo blew. I replaced my turbo and its been about a month and the car runs great however the only issue is when the car sits a period of time it takes a few seconds when starting and smokes a bit of excess fuel. I have tested all the glow plugs and they are working fine.

Any ideas as its going to be getting cold up here soon and would like to resolve this soon.
