Low Power 2003 Jetta TDI

I have low power on my 2003 Jetta TDI. My Jetta has 165,000 mile on it and was running perfectly until recently. I have a PO299 code on the diagnostic. Does this point to a particular issue?

I am reluctant to just throw parts at the problem.

It could be anything from sensors to sticking turbo to VNT actuator. Without testing there's no way to know for sure. Start with easy/cheap solutions. If you have owned car since new and never changed vac lines, replace them all now since it's cheap and due.
