My wife lost the keys to her 2002 beetle, and I need to know the cheapest
and fastest way to replace it?

I believe it has an immobilzer style key.

Cheapest is not the fastest.

Fastest is go to dealer.

Cheapest is buy keys and tools to program them from an online source, program them, and sell the tools when you're done.

The medium is buy cut keys online with your VIN and take to dealer to have them program it. You'll have to tow the car there. See the mk4 key FAQ for details.
