Limp Mode Details Needed.

In limp mode does the engine have reduced boost at all times? or at least until the ignition is cycled. I am experiencing low boost on every acceleration, but it only drops after reaching full boost first. The computer is telling it to reduce the boost, but I am not sure if it is a limp mode or not.

any thoughts?

It has reduced boost until ignition is cycled. Check out both the limp mode and low power FAQ articles, there's lot of overlap.
