Default 01 ALH 1.9 vacuum pump full of oil???

2001 TDI/ 1.9 ALH has the vacuum pump full of oil, im replacing all the vacuum hoses and I removed the Vacuum Pump and split it open. The inside was full of oil as was the Brake booster line up to the check-valve. Should there be oil in the rotary/vacuum housing??

Default

I could see there being a little bit in there but no way it should be able to backfill the whole pump and the brake booster line. When the engine is running that vacuum pump should be providing more than enough pressure to stop any oil from trying to migrate out that way. If the pump is worn to the point where it doesn't provide much suction (and thus outflow) it might leak in or if the top of the head where the oil is supposed to drain back into the block is somehow clogged up perhaps an inordinate amount of oil is collecting up top and when the engine is stopped it drains back through the pump?

I'm thinking if the vacuum pump isn't working right you'd notice all sorts of symptoms, hard braking, rough running, turbo issues, cel codes galore.
