What is Max Safe Boost Pressure?

What is the max safe boost pressure on my 96 Passat TDI?
In the cold weather it will do 20psi, but generally tops out at around 17psi.

It's the 1Z engine

Hi,
both values should be too high. My manual (1Z engine) identifies a limit of 2050 mbar absolute pressure, equivalent to 15 psi relative to ambient pressure.

Are you chipped? 17 sustained sounds about right if modded but more boost alone shouldn't give more power. Are you on stock clutch? Modification history? My B4 Passat had some clutch slip in cold weather w/chip+nozzles.
