Default Glow Plug voltage constantly on

My 96 Passat came without a glow plug harness - so I salvaged one off another TDI I have and installed - and just to make sure voltage was getting to glows I hooked up a meter to see - and was suprised that once key is turned on to start voltage going to plugs is constantly there - now I am wondering - do these types of glow plug relays ever go bad stuck in the on position? I don't know doesn't really make sense - any suggestions?

What does the coolant temp sensor read? Should be on when cold and on after every engine start.
