Used ECU Istallation

I recently purchased a used ECU for 2002 Jetta 4 cylinder. All numbers matched. Disconnected the battery first. The Immobilizer light is flashing. Is the ECM the problem or does it just need the Immobilizer deactivated. any help? thanks much Phil

You have to program an ecu in using vagcom or as you found out, it doesn't work. There should be the info on rosstechs site for it. If it's immo 2 I have the link for that

but I suspect yours will be immo 3.
