New turbo fitted, now lagging

Hi, I'm new to this site, recently had a re-con turbo fitted to my golf gt tdi 150 and ever since the car is lagging in every gear until the turbo kicks in. When the turbo is in the car runs fine.
Anybody had this problem? I don't want to try changing a handful of parts because I simply havnt got enough cash to be throwing at the car.
Any help would be appriciated.

First I would check all the vac lines as any leak will cause this.
Is this a like for like turbo or a bigger one?
If nothing else I'd go for adjusting the actuator rod length, there's a faq for it in the how to pages.
