Yes, vehicle must be paid in full in the USA (including tax and tags) and in addtion you must pay the 19% VAT, which gets refunded upon your return.
Also, you are sort of "forced" to finance through AoA because most banks won't let you take out a loan and give them the title to the car 3 months later. Luckily, I got a better rate with AoA and didn't have to search around.
I actually made 3 car payments before I ever got the car state side.
