(electrical differences noted under interior) The engine changed from CBEA in 2009 Jetta to CJAA for 2010 Jetta sedan and wagons. They appear to be interchangeable except for a few parts. The mechanical differences are listed in this forum post.
The balance shaft was removed from the CJAA engine and the oil pump is slightly different.
The most significant change is that the diesel particulate filter and NOx filter were 1 piece for 2009 models (or cars with VIN lower than 1k-9-249 000). The 2010 Golf (or Jetta with VIN higher than aj-a-000 001) have a 2 piece assembly which should be easier to remove and cheaper to replace if needed. The DPF/NOx filter on the 2009 is VW#1k0 254 705 g and the rear catalyst is VW#1k0 254 401 n. The 2010 assembly is: DPF/downpipe VW#1k0 254 706 L or 1k0 254 401 t, NOx filter VW# 1k0 254 401 t, and rear catalyst VW#1k0 254 401 r. See 1000q: DPF and Adblue FAQ on VW for more details and photos of the system.
All transmission gearing is slightly taller for 2010. The gear ratios are listed back at the top of page 1.
They changed from the "no suffix or A" fuel filter to the "B" style fuel filter from 2009-2010. Most 2009 have "no" or A filters and many 2010 have B filters. See 1000q: 2009-2010 VW TDI fuel filter change for details.
Bluetooth, radio, and interior - See 1000q: VW 9w2 9w3 9w7 Bluetooth FAQ for more details and to retrofit the 9w2 bluetooth for 9w3 bluetooth or 9w7.
The RCD 510 radio is now touch screen and comes with MDI (media device interface) which allows full control and display of the ipod from the radio. If you wish to add an iPod adapter to your 2009, see 1000q: VW ipod, aux in, and mp3 cable adapter compatibility.
The 2010 Jetta sedan gets standard 9w3 bluetooth. This has voice control, phone book, and outgoing call capability. A similar spec model bluetooth is available in the 2010 Audi A3 TDI.
Standard on USA Golf TDI for 2010 is 9w2 bluetooth mounted on the overhead light console (pictured below). 9W2 is similar in function to Volk-L bluetooth which means that it only answers calls. You have to use the telephone to place outgoing calls. If you have voice control on your mobile phone you should be able to place outgoing calls through it with your voice, or connect and dial outgoing yourself.
2010 VW Jetta Sportwagen TDI
gets 9w2 bluetooth only. *Canada - at this time no Golf Wagon comes with
bluetooth from the factory. This can be added at the dealer level with a
kit. For 2011, US wagons get the much improved 9w7
bluetooth.
Golf and wagons lost the "fuel door open" button next to the "trunk open" button. Now, if the doors are unlocked, you manually push the fuel door in and let it spring open to open it. Jetta sedans kept this for 2010.
Note the deletion of the front diffuser vent vs. the 2008 cars and the silver trim around the
air vents. The dashboard has a smoother look. The instrument cluster
on wagons/golf are enclosed in pods and the cluster is
also smoother. The Jetta has the same instrument gauges but without pods
for 2010.

The door lock/unlock and side mirror buttons are in a slightly different
location on the driver's side door grab handle. The pics above and below
show the new switches. Below is the older 2009 driver's side door and switches.
All 2010 TDI in the US get a new standard multifunction steering wheel (MFSW), new
multifunction display (MFD+), and instrument panel. Note that the below
picture is of a Jetta sedan. The Golf and Wagons get the pod cluster pictured
above. Here you can still see the diffuser air vent in front of the center
vents.
The 2010 has a new multifunction display MFD+ and instrument panel. The speedometer in this picture is in kilometers. The new multifunction steering wheel is standard for all TDI in the US, both sedan, hatchback, and sportwagen. In 2009, the MFSW was only standard in the US TDI sedan, it was not available in the sportwagen TDI. For Canada, MFSW and MFD+ is standard on highline trim only. Note that the below picture is of a sedan. The Golf and Wagons get the pod cluster pictured at top......
